SYNOPSIS
    ptr = GetArgStr()

    STRPTR GetArgStr(void)

FUNCTION
    Returns a pointer to the (null-terminated) arguments for the program
    (process).  This is the same string passed in a0 on startup from CLI.

RESULT
    ptr - pointer to arguments
